When you first pull in, there sign that will direct you to the left and you'll see a few grassy spots with picnic tables and trash cans. You pull up alongside these and park on the dirt. There aren't a lot of spots, maybe ten or less. I can see this place getting packed in the middle of the summer.
We found it fine for an overnight stay on the way to somewhere. There are grocery stores and gas stations in the city of Lander. It is a nice small town to explore if you're up to it. There's a Walmart and bunch of other stores about 30 minutes away in the town of Riverton.

I would reiterate everything everyone below said, but just wanted to update the date. We stayed August 2017. Wish there were more of these around!

The park is situated along the Middle Popo Agie River in Lander and is about a one mile walk through a peaceful neighborhood to downtown Lander.
The park has a well maintained lawn area, perfect for putting up a tent, a nice playground area, and plenty of flushing toilets.
There are about a dozen picnic tables spread out throughout the park. Some are situated so that large campers can pull through and park next to them.
We were at the park with the eclipse crowds and the park was able to handle the crowds without a problem. Even with the large crowds we found the park peaceful and welcoming.

First come, first serve right in town. There is a large, grassy area for tenters, a smaller lot with picnic tables for campers/RVs and a block or two of parking along the creek past the RV lot for smaller rigs, vans, and converted SUVs. By the time it got dark, the place was FULL. But everyone was very quiet and respectful of noise. There was a generator running for a little while, but it was shut off well before dark.
Picnic tables and garbage cans are easily accessible and the small bathrooms are clean and have running water/flush toilets. Laundromat less than a mile away, multiple grocery stores close by.
There are places along the creek to walk and throw rocks into the water, and lots of locals walk their dogs through the area. The playground on the end of the park closest to town is awesome! If you’ve got kids, you’ve got to stop there.
If we are in this area again, we will definitely take advantage of this spot!

We stopped over for one night in September 2018. The sites were right next to a small River, making for a soothing sound to sleep to. Thanks to the city for providing this!

DO MOT FOLLOW GPS COORDS to get here! You’ll end up on a dead end road. ENTER FROM 3rd St! Park towards the far back for more privacy and more level. Big turn around. Plenty of room for our 40’ 5er. Lots of grass for dogs and walking path along river.

Clean (but cold/not heated) restrooms. Great for an overnight stop on a long trip! Nice and quiet and love the stream running through the park. Difficult to find as our GPS kept taking us to walking trails to get there!

Stayed for the evening and arrived on a Sunday afternoon at about 12:00. There were a few spots available that were big enough to accommodate us. The one we chose was near the bridge over the stream and had our front doors facing the stream which was great. It was flowing pretty rapidly and the sound drowned out most of the people who were picnicking and using the park. Everyone camping there were respectful and police rolled though a handful of times during our stay. The only negative i would say I could have nipped in the butt by not parking so close to the sidewalk. It seemed quite the popular sidewalk which our dogs are not used to as we are usually out on public land. All in all great little stop through heading to the Grand Tetons or Yellowstone.

Very easy access and friendly other RVers. Pull in and park anywhere. Some picnic tables and bathrooms (water on sink didn't work but there was soap-kind of odd to figure out). Nice river. Not perfectly clean, but considering it's free city park camping, it's pretty well taken care of. Would absolutely stay here again.
