Found it. Boxcar is behind a fence with barbed wire in the parking lot of the American legion.
Doesn't make for the best pictures due to the fence. There is a kinda cool tank on display though that kids might like seeing.

We never found it. Looked and looked, but it just wasn't where the directions say it should be...
