We spoke with a Forest Service LEO about this area. The particular site we occupied was previously blocked off, but the Boulders had been moved. Many other site appeared to be hers same situation. After a little scouting we discovered Forest Road 100 and FR 600 on the northeast side of sisters. It's a well defined dispersed camping area that we would use over FR1605.
This is off Eddington Rd., near the elementary school. Several sites spread over a fairly large area. Fire ban in effect. I'd post pics, but someone else has done it for us. The RV with the US Air Force flag is us; but we didn't take or post these pics. Maybe someone likes our style. 😎
There's a USFS Portal at the junction of the highway with very clean restrooms. The Chevron/Macdonald has free potable water near the propane. You can choose from well shaded sites to sunny sites (for solar panels).
The only cons could be traffic noise on Eddington (gravel rd), or some prime sites are covered with logging debris (bark and sticks) several inches thick.

Easy road in and out. Boulders previously blocked the entrance but had been moved aside. Rangers and fire crews passed by several times and never bothered us or stopped to say anything. We stopped at the first clearing on the left past the boulders because we had 150 mb/s on T Mobile 5G. The other nearby spots on forest roads had zero cell service and several long term residents that looked a bit odd, including one small trailer with no wheels covered in pentagrams. Cool!

We stayed off 1605 for 3 nights. It was pretty quiet except the occasional dirt bikes during the afternoon. It's super close to the town of Sisters. It's a small town but super busy during the weekends so be prepared for that. We filled water at Sisters RV park, about a ten-minute drive. There's a lot more dispersed camping if you continue onto NF-15 if you prefer to be farther from town.
