Confirmed by 2 users | Last reported on April 21, 2019We started our visit to Sisters, OR by camping on FR1605. After doing a little sight seeing we discovered Forest Roads 100 and 600 just north of the Ranger Station in Sisters. From either Pine road or Hwy 20 north of town, take any one of the many turn off's into the forest. They all connect and cross. All the sites are fare enough apart that you feel alone in the forest; yet you're less than 1 mile from the town of Sisters, and all the amenities it offers.
The roads into the forest are packed dirt with rare areas of soft sand or grooves. You'll know if the spot you want is a pre-existing one. Don't try to make your own site. The soil is extremely soft and you will get stuck. There are many sites. Some pull-thru, roundabouts, tent sites, some shaded while others are solar friendly. The weather in mid October was nice.
There's a Chevron/Macdonald's at the north end of town that offers propane and free water. You'll need to visit the RV park for a dump station. Creekside charges $10.
I've included some pics of Sisters for those who would still feel too far from civilization out here. There's even a Dutch Brothers Coffee.

Forest road 100 is a short, paved stretch of road just outside of town, about a minute's drive from the Chevron where you can get propane and free drinking water. There are about 7 spots, some bigger, some smaller, all pull-through. We camped at one about halfway down the road, at 44.2988, -121.5565. It’s open forest, so privacy isn’t great, but it was also not busy when we were there.

Not at all what we were expecting when we pulled in. It’s just a road (a kind of busy road) with pull off’s, you could adventure down a few dirt roads but even as we were walking them we only found 1-2 spots. The nice part of this site was you were a road over from town. So if you like being really close to town this is a good place for you!
