Easy to get to for big rigs, cheap and convenient. The power wasn’t working the night we were there but they didn’t charge us for staying. When windy, it’ll be dusty. But it was quiet. There was also a free dump station, several potable water stations, and trash bins.
Came here looking for a quick overnight stay where we could jump downtown to visit the spectacular main street with all the shops, museums and eateries (only 1.4 miles from there). We weren't exactly sure where to go but pulled into the main drive and spotted a young man on an ATV, he had us follow him past the Exhibit Hall where we found 4 spots with 110 electric. There are also some sites in the "inner field", not sure where that it though. He said to check in with the office (the building with the horse out front), which we did. We asked about fees and she said if we didn't need electric there was no charge, if we decided we wanted to use it just to deposit $20 in the night drop box. Sweet! We had plenty of battery and if need be we could fire up the generator (no problem). Not another camper in site. Just be sure not to arrive here during the 2nd weekend in July as they have their annual Rodeo. Also would be a great idea to call ahead to assure they don't have anything happening on the grounds. It was quiet, peaceful, convenient and very user friendly. It is a large gravel lot, but it was clean and safe.
20 amp service, enough to run the air conditioning. Quiet and we were the only campers. Fair internet. Grass to walk the dogs. The office to pay is in lot D and looks like a house.
Just a parking lot with plug ins, 20 amp only, no water nearby. OATV, decent cell reception on Verizon, OATV, and convenient to Sheridan. Nothing fancy and only one other camper from whom we heard not a peep. A little local traffic came thru before dark, but not much overnight. The old fairground ag buildings are pretty, but this is strictly a convenience option. We never found any directions about where/how to pay. But we were happy to get our steak grilled, watch some TV and get a good night's rest.
We actually stayed with our son and his wife who live here but needed a place to park and plug in for a few nights. I called before we came but still had trouble finding exactly where RVs should go. The hookups are actually in the middle of the race track across from the Grand stands (parallels Kentucky Ave). If you head to the white stalls and turn left just before them you’ll cross the track and then see the hookups. They actually have 50 and 20 amp. There is a dump right there as well as a hose to fill your water tank. No restrooms although there are portapottys quite a distance away. The dropbox for payment is on the side of the office across the fairgrounds near the Victoria St entrance.
This place can be confusing so I've included a little map in my photo uploads. We called ahead and were told where to park if we didn't need hookups and there would be no fee.

The dumpsite and water are very helpful and located right across from the back in RV hookup sites.
Excellent Verizon service for work, low jitter limited latency (tower is right above the office.)
Navigating: (see photos)
Enter off of 5th Avenue. You will see a large paved parking area about 200 yards in, head diagonally across it to head towards the white stalls. You will then cross the race track to enter the RV area (you are driving across the dirt circle course and into what the office calls "the infield.")
The office is directly under the cell tower if you need to leave payment near where you entered the first paved parking area.
Got caught in a late spring “winter storm” on our way to Yellowstone - having family in Sheridan I have always liked the town.
We ducked into the fairgrounds and flipped on the generator for the first night, next day, and second evening before continuing on.
It definitely gets muddy in the rain, not an issue for my heavy duty Ram towing a trailer but something like a class c may have second thoughts during a rain storm.
We called ahead to make sure nothing was going on at the fairgrounds. Be sure to study the aerial photo someone uploaded with the layout of the grounds. That was very helpful.
We boon-docked on the west side, next to Rotary Park. We filled our water and dumped, without having to unhook our 2nd trailer. Plenty of space to maneuver. During the day there was activity, but it was quiet in the evening.
Pros:

Good amount of use in the evenings with people bringing their horses in (= entertainment!), at least while we were there.

Can be windy/dusty (a gust tore off our awning)
No shade
Not available if a big event is going on
Notes:
Agree with other reviewers, the aerial map that another commenter posted is very helpful in figuring out where to park. If you don't want hookups, you can park almost anywhere (there is a large space by the pond when you enter off 5th st that some people were parked in short term while we were there, and plenty of non-hookup spaces along the same fence that has the hookups).
Water is not well marked as potable, but all the red taps are city water.
Easy stop. We paid the $20 for power at the office. Site Map provided by another reviewer is spot on. There is water for refill and dump station on-site.
