The upper campground at Fort Worden has a nice dumpstation. I believe the fee for non-campers is $5, otherwise it's included in your campground price.
There is also a faucet for fresh water which is a few feet away from the dump station itself, making it more hygienic (meaning, people don't use the fresh water to rinse their dump hose). Not sure if the fresh water is turned on all winter, but considering that Port Townsend usually has a very mild winter, I wouldn't be surprised if they do not winterize (but I could be wrong).
Right by the upper campground, I was never able to get an At&T signal, but at the campground along the beach it's fine.
The upper campground is forested and shady in summer; the lower campground has all exposed sites in full sun which may not be such a problem because Port Townsend doesn't have super high temperatures. But it gets very windy at the beach, and at the upper campground you are protected from the wind.

Arrived after making a reservation for two nights and took one look at Site 52, realized Site 51 occupants left our site with very little room side to side. Campground was full, bikes etc all over, and this section of the upper campground in particular did not look conducive to a relaxing camping trip. We were really disappointed in the sardine can placements of sites listed above, We chose not to stay and found a wonderful site at another state park.

This is the second of campgrounds at Fort Worden. A ten minute walk to the beach, or the lower campground. Some of the scenes from 'Officer and a Gentleman" were filmed at Fort Worden. Registration for both campgrounds is located in an old building near the paraded field - follow the signs. A must is to walk the trails on top of the hilll above both campgrounds. There are many old cement buldings from the early 1900s still intact. Make sure you find the searchlights! Dump station is located at the Upper Forest Campground, do not believe there are full utilities available at all. Some of the Upper Forest Campground sites appear to be designed so two RV sites are very close together, sort of a family arrangement. Roads in the Upper Forest Campground have been recently paved, great for kids and their bikes/scooters. The big building near the upper camgroudn now hosts concerts, was previously a blimp hanger for defense. Port Townsend Water Street is about a mile and half away, a difficult walk due to elevation changes. Free parking on water street. Most, but not all businesses have opened back up from the pandemic. AT&T signal and T-Mobile signals at the upper campground were very good.

What a great state park! We were in Upper Forest Campground but next time hope to be on the beach in FHU sites. Site 80 was very level and had power, water, fire ring with new grate, picnic table and pretty private spot. Lots of places to walk and hike, and the beach below is not to be missed! Saw deer daily. Only bummer was daily construction noise nearby from restrooms being rebuilt. We used dump station on way out and it was nice and clean - free for campers.

We were visiting friends in port Townsend and this place was perfect. Nice and shaded at site 77. Some bugs but not too many. Water and electric hook up. Bathroom was under construction but the port a potty was spotless. Some sites were too close together but some had nice privacy. Many easy trails to hike on. Walking distance w to north beach and the main beach area.
