First of all, it's not accessible by Payson at all. It's closer to the gas station at Clint's Well. You can kind of see Payson in the distance on the drive there as you look off the Rim, though.
After the struggle through a steep, loose, rocky trail to crawling up what seemed more to be a rain run off to get there, I can't understand how they expected to get a train to that tunnel with such a steep drop off. And for them to run out of money twice, with so little tunnel made, I suspect the whole plot was a scam with no intentions of being finished.
I would not recommend the hike. It was treacherous and unenjoyable for little reward.
A safer hike with a better hole in a rock that's actually near Payson is the Natural Bridge.
