When you're leaving or heading to Flaming Gorge, or driving by on I-80, the city of Green River provides a free dump station at its water treatment plant, complete with a nearby potable water fill. It's located on the south side of town, near the town horse stables and rodeo grounds. There is a ton of space for even the biggest rigs to get into position and turn around, and it's set up for two rigs simultaneously. You pass the separate potable water fill on the way into the dump station, and I've uploaded a couple of photos of that as well, as it's not incredibly obvious.

We utilized this dump station on July 23, 2019. Big rig friendly. Can handle two rigs at one time. Does have potable water near the dump station for $0.50 for 50 gallons. Takes a credit card and easy to figure out.
The potable water station isn’t marked well, but it’s right in the center of the entrance. Open the metal door and find directions and how to pay (credit card). Word of advice, when it asks if you want to “barrel fill”, or “truck fill”, select “barrel fill”, otherwise you will learn the hard way, like me, that truck fill means the water dumps out of a huge hose overhead that you probably didn’t even know was there. 😂 ☔️💦💧☔️
As others reported, the dump is free and there are 2 stations for dump. The water fill doesn’t stand out, but is right as you drive in. Water fill was just 50 cents for 50 gallons! Payment equipment is inside box on concrete block, it doesn’t look obvious, but open door and you’ll find it. Machine takes credit card only, read the instructions on key pad. Also not intuitive, but pick “barrel fill”, otherwise the overhead truck hose will give your RV/trailer a good bath. The spigot has been changed from blue to red, but hopefully we are safe in assuming that this water is still potable.

I had exactly the same positive experience that previous folks have reported. I just wanted to jump on and confirm that as of May 2022 these services are still available. Dump is free and water is 50 cents for 50 gallons. Hasn’t changed.
The entire facility is adjacent to the municipal horse corral (corral on your left and water/dump on your right as you pull in off the road). And diagonally across the street from the rodeo facility.
The water is in a red pump on the right side of the center island as you enter. The machine takes credit cards only. The dump is another 50 feet down and slightly to the right where you will see a small white outbuilding and the dump icon sign.
If, like us, you are coming from dry camping and you are planning on staying at one of the many BLM campgrounds in the area, this is an awesome service!
Dump station was free and in clean condition. We were told by a local that the water station was to only serve customers using the horse corrals, but you just have to open the metal door to find instructions how to pay and pump your water. I’d have felt a little safer if the water was actually labeled potable. As noted before…choose barrel fill!
It was nice having a dump station after several days of dry camping. However, the credit card reader on the water machine was not working, so we were unable to get fresh water.
