Site is situated at the crossing of Harper's Corner road and the Blue Mountain Road (County Rd 16s), on your left as you drive towards Harper's Corner, pass a cattle grid and you will see a large area to the right of the road with 300º views of the rolling hills. Even with a large rig (we had an old 30ft Class C RV) the site is easily accessible over a very short dirt road and there are a couple of fire rings made of stones by previous campers.
Surrounded by sagebrush and in total silence, you will feel immersed in nature and completely isolated while completely safe. The views stretches all the way to the Quarry of Dinosaur National Monument and over Dinosaur city itself. Perfect for stargazing and the constant wind means fresh nights and beautiful fires (tip: you can even use dry cow manure and old sagebrush vines as fuel!)
It's a perfect site to walk the magnificent Harper's Corner trail early the next morning before it gets too hot in July and August, where views of the Green River, its canyon and the Steamboat Rock will take your breath away.
Also possible is to drive down the Blue Mountain Road for about half a mile and there are a few sites on the left too (just in the highly unlikely case this site would be taken already)

As the previous reviewer indicated this is a great spot on BLM land if you don't mind afternoon and evening winds. Be aware that you are 30 miles from the end of the road where Harpers Corner Trail is and about 20 miles outside the actual park so will need another vehicle to explore the park. The road down to Echo Campground is steep and prohibits RV's, trailers and passenger cars but if you have a high clearance vehicle is well worth the drive to the river.
We are relatively new to boondocking but loved this spot. We drive a 28 foot RV and tow a jeep. Since I work remotely the bonus was cell service.

This is a beautiful and free BLM site right off the paved road. There are a couple of fire rings in an open space on the right just past the cattle guard. Got a decent 3G cell signal up there. The night I stayed, a huge thunderstorm worked its way up the deep valley in front of me. Be prepared for bad weather, the site is very exposed to the west and south.

We stayed here in early May and when we arrived it was 65 degrees sunny and the views were breathtaking. It is one of the most scenic blm spots we’ve been to in our journey at what I would guess to be at 8,000 plus feet of elevation. We had the grassy spot directly past the cattle guard on the right all to ourselves for a week. And the grassy area was large enough for me to pull in (we are 58 ft total) and swing a u-turn to back into our chosen spot. The spot was a good location to explore some trails and go see the dinosaur quarry which is down the road in Utah and about 40 mins or so away. It was a double edged sword being at that elevation, as the storms rolled through a few of the days and for the most part missed us, but the wind picked up and got a bit intense at times. The high winds were the only downfall to the spot despite the fact we got some snow flakes and a bit of hail in our week stay there. I believe another reviewer used the word exposed, and that sums up this absolutely beautiful spot.

The sites in the BLM along Blue Mountain Rd are pull-offs mostly into open range. The views and night sky are fantastic, just be ready for the chorus of “Moo” throughout the stay!

I stayed here one night in early June. It was easy to get to off the highway and the Ranger station had some nice folks working there. Kids likes the dinosaur info at the station. Pulled my car up to a spot off the road and had a good view of the lighting storms off in the distance. Pretty simple and not much going on until you get further up closer to the river. Beautiful open land.

If you are looking for quiet and privacy... then this is it! I really think this is one of the quietest places we have ever stayed. The camping area is not huge but can probably hold 3 RVs but we was the only ones there the entire stay. And it is very easy to get into with the spot being right off the main road BUT the traffic into Dinosaur National Monument was very minimal which surprises me because of how beautiful it is back there inside it. The camping area sits high over looking the Utah Valley below. We highly suggest going down to Echo park if you have a 4x4 or vehicle with high ground clearance. I would not suggest taking a dually truck down it as its a narrow road. DNM is a hidden gem! Go if you can!!

It's about 11 miles up Harper's Corner Road to get here. The road is steep - a relentless uphill pull - but not too twisty. The site itself isn't on Harper's Corner Road, but just off, on Blue Mountain Road. The cattle guard marks the boundary of the National Park Service land, so you're just outside Dinosaur National Monument.
The site is wide, open and remarkably level, although the surface is rough with several large rocks. There are a couple of fire rings, so two rigs would be comfortable here, and maybe 3-4 if you were friends.
But none of that is important, because the views are spectacular - there is no other word. If you can, park facing out across the valley, and enjoy panoramic vistas of the land stretching out into the distance before you. There isn't another person for 10 miles around in any direction.
While we were here, in mid-August, there was a strong breeze blowing during the day - not enough to rock the trailer or make sitting outside uncomfortable, but enough to keep it nice and cool. The breeze combined with the higher elevation made the temperature comfortable here, even while it was in the 90s down in Dinosaur National Monument.
If clean, level sites, the tranquility of being alone on the ridge, and the stunning views aren't enough, maybe the cell signal will convince you:
AT&T: 53.5Mbps down, 24.6Mbps up (no booster)
Verizon: 52.6Mbps down, 8.4Mbps up (no booster)
Come and enjoy it, but please, leave it as clean or cleaner than you found it!

We actually stayed a few hundred feet prior to these coordinates, at 40.3608588, -109.0048852, after seeing that this particular spot was going to be tough for a thirty foot travel trailer.
There is also another spot, up a short hill, just a few feet beyond these coordinates where we saw a short class C go to one night.
(We had originally planned to stay at the corner where Blue Mountain road meets Harpers Corner Road. It it was already occupied. The hunters there mentioned the spots down the road a couple miles. We unhitched and scouted. No complaints.)
Great views, not as windy as on the ridge, just know that the road gets slick when wet so you may have to wait for it to dry before moving!
Good location for the Colorado section of Dinosaur NM which admittedly is the less popular half with no dinosaur stuff. But it’s very pretty with a couple nice hiking opportunities and if you have four wheel drive the dugway down to the bottom where the shipwreck is, is cool.
Great cell service for Verizon and ATT at the site but not in many other areas around there.
Fair bit of traffic along this dirt road during hunting season.
