I went to the address listed above and it wasn't the INL. It was some other secret type gov or company building. You could go inside, but were immediately met by keypad type security doors. I managed to speak with someone that worked there and they confirmed that INL wasn't based out of this building.

Looking at google, there appears to be an INL building at 2525 Fremont Avenue, Idaho Falls, ID 83402. I wasn't about to go roaming around a high security installation hoping I might find the tourist area... lol.
