I drove to this location from Highway 395 and found nothing special about it. While it appears it would work for late-night boondocking in a pinch, there is no cell service (Tmobile or Verizon) at this location and no redeeming qualities to speak of. Additionally, looking at Gaia GPS it appears this area may be in Owens Peak Wilderness. In my experience, wilderness areas are off-limits to all motorized vehicles. However, this spot is so close to the road, you might be okay on this point.
I ended up leaving this location and driving back down the hill toward Highway 395. On the way down, (at GPS coordinates 35.846086, -117.924633), I found another area that seems more promising. Looking at Gaia GPS it appears to be BLM (Ridgecrest Field Office) and there are signs indicating limited use for 4x4 and OHV. Found a spot for 1 night and will be leaving in the morning. Your mileage may vary.

As a boondocker, it's nice to find a free dump station! Non-Potable water but that's okay. Easier to find fresh water than it is to find a free dump station.
Arrived after dark and did the self-registration process. I was the only one there and it was a bit confusing because there are really no distinct campsites. No back-in spots or numbering (although the standard state park self-registration envelope asks for the site number). The facilities are a bit more like a park with one parking lot and picnic tables and BBQ in the grassy areas around the perimeter. Disturbed some locals hanging out in the parking lot when I arrived, but nothing too concerning and they immediately drove away when I arrived. Parked my 24ft class B in a tiny parking space and slept well. Bathroom was open and basic (no showers).

Peace and quiet away from city noise and RV generators, yet close enough to Yuma to have great cell service. The review by Brinx has great info on the terrain to get there. Once you get past the soft/deep gravel/sand/dirt things open up with hardpack road and large open spaces for camping mostly on the left side of the road. The actual hardpack for boondocking is a bit beyond the GPS marker shown on this listing. However, in the morning while driving out I saw a lot of bookdockers that were camping before the 4x4 only caution sign.
