If you like street art, this is a must visit place!
I would only go during the day though, as it might be sketchy at night. People in the area are super friendly too!

Sunset is a soft light, great for side pics of the pier. 4pm light is great for pics from under the pier!
Parking is free on the main road above the pier, then cute through the Institute, use stairs and walk down the ramp to the beach, on the right of the pier.
