Open Saturday and Sundays 12-5pm. Lights shine every night. On xmas eve at 9pm the lights flash to tell the children of Reading that Santa is on his way. Not ada accessible inside the structure. But the hike up the stairs to the once open air top floor, gives great views of the skyline and downtown Reading. If you have binoculars and a great camera be sure to bring them. It does have those big binoculars that you pay 50 cents to view the skyline. Facing the city, if you turn all the way to the right, and look back yup further on the hill, you can see the William Penn memorial fire tower.
Free to climb the stairs, but they ask for a dollar donation per person. Interesting history, originally intended as a hotel, but it never came to be. Still trying to figure out how to post pictures here. I got some good shots of this one.

Only open 2 days a month. 3rd Saturday of the month 12-4pm and I think the Sunday before the 2nd Wednesday, same hours. So it was closed when I went. But interesting history, and amazing sight. Be sure to check out the Reading Pagoda down the road a bit.
