It appears this is a work center for the state park system. There's a chained off yard with nowhere to go on trails or even to get to the river. Rasar Park is the place to go, down the road a bit.

Stopped here for lunch as campsites were full. Beautiful area with places for kids to ride bikes, hiking trails, beach on River, playground, clean, clean, clean. Picturesque with dense canopy of trees and tons of ferns.
