In 1977, John Robinette, acting mayor of Vulcan, requested foreign aid from the Soviet Union to replace the town's bridge. The bridge was the sole route to legally enter and exit the town, and it had collapsed two years previously. The West Virginia government provided $1.3 million in funding to replace the bridge before the Soviet Union could provide aid.
WV didn't seek aid from the Soviet Union when it came to the building of the new bridge. A former resident in the early 1980s sent a letter to them to seek aid where the United States government at the time wouldn't help the citizens of this area. It made headlines and that was when we finally got the funds to build a bridge.
