There appears to be two Village Campgrounds in Chaplin. The 1st is near the Visitor Center and the 2nd is accessed from 3rd St - where we stayed (in mid Sept.). There was a small sign indicating a campground, the grass was mowed and the 15 amp electrical box worked. I had read that it was $10 for unserviced sites and $15 for electric but couldn’t find anywhere to pay. There was water at each of the sites and a dump station but we did not use either. We were able to pull thru two sites so that we didn’t need to unhook. It was quite noisy from the nearby train tracks. We had good cell service through Rogers.

The previous review says it all so I'll just add a few things they didn't.
There are basic bathrooms but no showers.
There is a place to pay I believe it's on the honor system so please pay.
Very level and right off the highway. There's even a gigantic field if you have a large Rv but there won’t be any water or electric.
See my pics for all the info.
Would we stay here again? For 10 bucks. Heck ya.
