A small park with a sandpit and play equipment; good for kids. A small, but nice view of Lake Miramar and beyond.
Well done, but there's a blatant "No Trespassing" sign and motion-activated alarms if you try to go past the fence to see more. A shame.
Parking in the area is tough, but it's a fun little descent and cave overlooking the water. Worth the $5, and the shop itself has all sorts of cute jewelry.
Per Wikipedia: It's closed to the public, fenced off and patrolled for trespassers.
Hours as of 2018 Nov:
Tues/Thurs: 9a-12n
2nd Saturday: 9a-2p
Yelp and TripAdvisor have this as permanently closed.

Based on some Googling, the Falls are only... falls during when there's been good rain/snow to feed it. ie, Winter/Spring
